Generally coaches will take swimmer preference into account, but I don't doubt there's some coach out there who doesn't. If they have the regional cut, they don't have to swim the event at Districts to swim at Regionals, and those cuts are given to coaches before the season starts.[/quote] Every region is different and the Athletic Director's in each region are empowered to set their own rules with regards to those meets. Think of the AD’s like the meet director setting the entry rules for a USA swimming meet. The only VHSL rules around State’s and Regional’s that the AD’s must follow exist in the VHSL handbook on VHSL.com.
