If values are going down and new construction is paying $0, then you won’t collect as much revenue as you expected. But revenue is still expected to grow. [/quote] There's an alternative, somewhat offbeat, way to handle this: spend less. Of course, one way to not do that is by creating mandatory expenditures like debt service.
