I would say it should be the latter but I'd bet on the former. The last time the schools opened later then the previous year was in 2017 due to Hogan. Outside of the Hogan requirement years it was 1 week before Labor Day but with the extra holidays it has to sometimes be 2 weeks or they'll end after Juneteenth.

So much for consistency. The first day-last [b]scheduled[/b] day since 2016-17. Hogan Law (Post Labor Day-June 15) affected the 2017-18 through 2019-20 calendars. 
2016-17 8/29-6/16
2017-18 9/5-6/12 HOGAN LAW 
2018-19 9/4-6/13 HOGAN LAW-Spring break shortened
2019-20 9/3-6/15 HOGAN LAW
2020-21 8/31-6/16
2021-22 8/30-6/15
2022-23 8/29-6/16
2023-24 8/28-6/13
2024-25 8/26-6/13
2025-26 8/26-6/17 Year starts to extend too long
2026-27 8/25-6/16 Repeat length of previous (current) year[/quote]
