But if achievement doesn't actually measure achievement, but instead the achievement of certain groups ... and then growth is comparing achievement scores and so also really measuring the growth of certain groups? Then these Report Cards essentially tell you where to send members of those groups. They should be way more upfront about that. [/quote]
