Birth control is easy to come by.  Getting people who are ill-equipped and disinclined to be effective parents to use it is another thing altogether.  That lack of self-control and discipline is reflected in their unrestrained reproduction without regard to capacity or desire to actually support and raise a family to be productive members of society instead of leeches.  Efforts to positively influence uncivilized people who were raised to be uncivilized is way too late in the game.[/quote]

Pretty sure this illegal as are all of the previous suggestions of sterilization of certain groups.

The government has run sterilization programs in the past. It was horrific then and still is.

Cutting off benefits at one kid and actually making them temporary is more likely to stop this. Playing the system for long term assistance is now handed down generationally. Girls know what they have to do to start their own flow of benefits.[/quote]
