[/quote] No, I don't think the vast majority of dogs need muzzling. I would leave it up to the discretion of the owner. The notion that "[b]dogs that can kill should be leashed and muzzled[/b]" is just dumb. ALL dogs should be leashed outside of off-leash areas, and almost no dogs need muzzling.
