That many passes is really excessive and I can't think of any reason why they'd need to send one plane out first. If it was the photography plane, it makes no sense that you'd use a jet like this to take regular aerial photos of the monuments because there are much cheaper ways to do that. And no reason to do some kind of retcon -- this is protected airspace that is tightly controlled and monitored. The whole operation smacks of the administration forcing waste and excess just to flex their muscles and thumb their noses at people. I'm sure the pilots enjoyed it because that's a fun flyover in an area you rarely get to fly, with cool views. But what a waste of money at this particular point in time -- if they wanted photos they could have arranged to have them during a planned flyover for Memorial Day or a similar occasion.[/quote]
