She doesn't want to deal with people freaked out or uncomfortable or giving her a look, plus maybe avoiding liability in case someone starts claiming the dog hurt them when the dog isn't really capable of it IMHO. Any dog that by mere size can possibly maim a human should be muzzled in tight public places where there is no escape like public transit or elevators or offices (if it's a service animal), etc. It's not a new concept. On the street there is an escape route. People get understandably scared in tight spaces. Having a few wasps fly around when you are on a bench outside isn't as uncomfortable as having them fly inside an elevator, is it? None of this is new, Some buildings ban dogs because their board members don't want to share elevators with dogs. And it's illegal on NYC subway to bring a dog that doesn't fit into a bag or a carrier and this dog has to be carried on board and contained. Its' very different in the city with shared indoor public spaces and transit than in the suburbs with yards, bigger parks and personal vehicles. [/quote]
