[/quote] For the same reason you have to sign up for all insurance before you need it--pooled risk. If you could choose to just sign up for car insurance after you got in an accident, car insurance companies would go out of business. If the only people enrolled in Medicare were those who needed expensive medical treatment, it would be in an even worse financial position than it currently is. Also, you aren't *forced* to pay for Medicare at 65. You can wait as long as you want, or never take it. But if you try to sign up only when you need expensive care, there is a penalty. [/quote]
