Hogan vetoed it, the legislature overrode his veto despite his warnings- and we turned a 5 billion dollar surplus into a deficit in 2 years. Then we just had the largest tax increase in state history (plus a bunch of regressive fee increases), and we are getting crushed on energy bills over Moore closing plants and now we have to buy from other states at a premium.
