It seems like there aren't that many kids who meet that criteria. So how many such schools could there be?[/quote]

Doubt hardly any with none - but there are certainly schools where it’s less than 10 percent — and many more where it isn’t a normal thing.  Well over 50 percent and plenty of DC schools!!!!![/quote]
