[/quote] First two are the root causes for MCPS decline over the years which resulted in widening achievement gap (or lower performance overall). These are societal issues that MCPS has always tried to solve in classroom. You cannot solve (and should not try to solve) social issues in classroom. Schools are for teaching. Focus on teaching.
