London is full of degenerates. It's probably the last hard drinking city in the world. But generally, WB, IMF, and IFC staffers are not drinking at noon. Even at the DC "happy hour" events, the high flyers are very sober. It's usually administrative staff making the most of it. On mission, wine with dinner if necessary. But it is not a hard drinking world these days at the multilaterals.[/quote]
