Most people are on AirPods while jogging. And let's assume you do not have the serendipitous benefit of being stopped at the same stop light. If you're running by each other opposite directions or if you're running the same direction and about to pass the person, how do you get someone to stop and briefly talk and possibly exchange numbers? If it makes any difference, let's remove the total randomness of it and let's say you've both seen each other jogging in the same area a few times in recent weeks. Also, you're both jogging solo, which could suggest you're both single, and you both appear to be a match in age and appearance.
This is so context specific. I’d be creeped out if a man starts conversation after bumping into me a couple of times especially if it’s a trail or not a busy place. May be different if it’s a place like the Mall where there are lots of people. To be honest, I’d consider switching where I run if someone randomly starts asking for my number. So maybe start from waving hello a few times, and if you’re running in same direction, after waving hello for a few times, start with some brief interaction. Nothing that requires the other person to stop…. And nothing long enough to raise the other person’s danger flags. If you run in same direction enough times, and the person responds to your starting conversation, maybe then you could say have been seeing person run in same direction and if may be interested some time in a coffee after the run….. Also, on your ages.
