The difference is that gas stations put their trash cans there as an invitation and expectation that you will clean your car. They have people to monitor and empty it as needed so it doesn’t become unusable for others. Park trash cans aren’t planning for everyone to bring a 1/3 trash can from home. An equivalent would be if you brought a full bag of trash from home to dump at the gas station. If they saw you doing that regularly they would ask you to stop.[/quote]
