Very few people would be able to volunteer full-time without a stipend of some sort -- only the wealthy. To receive volunteers, generally organizations have to submit project proposals to AmeriCorps (or to the state government offices that manage some awards). A Headstart program, for example, couldn't rely on occasional volunteers (for lots of reasons). They may rely on AmeriCorps volunteers who apply and commit to service of a set length of time. Generally it's fulltime for one year, but there are some options for part-time through the states.[/quote]
