[/quote] Not sure what your point is. IDEA puts a lot of mandates on schools and says the feds will fund a certain percentage. They provide way less than they are supposed to. Why should the schools have to make up the difference? The VA constitution says the state is supposed to fund education and it’s shirking its duty. Why aren’t they responsible?[/quote]
