He should have told the flight attendant he has a disability (allergies or anxiety disorder or ptsd) and needed alternative seating as an accommodation.  They would have probably offered someone free booze or miles to switch with him.  My husband who loves GSDs would have switched with him for free.  
I do think airlines have been put in a difficult situation by the growth in service and emotional support dogs.  There was one on a flight I took snarling and snapping at people and it was a little alarming.  [/quote]
