Ukraine attempted to strike Russian ships in Sevastopol Bay on the night of September 16-17, 2022, but control over the drones via Starlink satellites broke down 70 kilometers from the target.

“Elon Musk turned off the Starlinks, through which we controlled the drones” a Ukrainian Pravda source said. Most of the drones were destroyed. The resilient Ukrainians modified naval drones and pulled the attack off on October 22.

At the All-In Summit in Los Angeles on September 12, Musk said “sanctions include Crimea, and we are not allowed to turn on the connection to a sanctioned country without explicit government approval."

“Ukraine was asking us to take part in a major act of war," he said, adding that "if I had received a presidential directive to turn it on, I would have done so.”

June 2023, the Pentagon [u]finally[/u] confirmed that SpaceX did have a contract from the Defense Department to provide Ukraine with Starlink satellite services. That contract was in place early on in the war [i]February 2022.[/i]
