Yes, lots of kids have not been/are not putting their real phones into the pouches. But they also are not getting their real phones out and using them, and when someone does actually brazenly do so, the rule is actually much more effectively enforced and the stuent puts it way or is sent to the office. This is the experience and eyewitness testimony of my student. A policy doesn't have to actually be conducted 100% the way it's supposed to in order for the ban itself to "work." If phones aren't out anymore and are not causing disruptions - even if it has minimized distractions - the ban WORKS.[/quote]
