All those teens / young adults were changed in the change room. And for most it isn't an option to go home in wet clothes. Some are in diapers, some have major sensory issues, some would just strip if left in wet clothes, they are not going stright home, have a long drive that would results in a very wet car seat etc.

OP, my suggestion would be to bring a very long shirt type item of clothing. I am not sure if your daughter is sitting, standing, or lying when being changed. If sitting or standing, you can have her back to anyone walking by, bring down just the top of her bathing suit and immediatly put the long shirt over it. Then the long shirt will cover her while you take her suit off and put underwear and pants on.

You can also buy bathing suits that are easier to take off. Adaptive swimwear. You can also buy terry cloth towels that have velcro closures on them that are very easy to wrap around someone while they change. These are towel changing robes or surf poncho type items.

You and your daughter should be able to swim and use the change rooms. However you should also be able to change your daughter with minimal to no exposure.
