I think it's possible for even an efficient kid to have that much homework depending on the classes they are taking. RMIB has very rigorous classes in all subjects for example and if you get a a few teachers who pile on the homework that's enough to create 3 hours of homework a night.[/quote]

That’s correct and in some programs more than three hours. Teachers have control over this, so cry me a river at how stressed they are. The kids don’t have any control and if they want to do well they have to put hours into it. [/quote]
NP here. I have an RMIB graduate, plus kids who were in different magnet programs. My RM kid was well prepared for the program, wasn’t overwhelmed with work, and was very involved in a variety of sports and activities all 4 years. It was just right for them. Many of their peers were overwhelmed by the pace and rigor and thought it was too much.

Let’s be clear that not all students in rigorous academic programs (including APs) are equally well-prepared and ready for the rigor of such programs. The teachers in those programs have taught the classes for multiple years, know the end goals, and have taught many students with different readiness levels. Parents are looking at a sample size of one (or a few). Teachers have sample sizes of 100s and also test results to validate their instructional approach. If your kid is consistently overloaded with work, either they aren’t using their time during class wisely, aren’t planning well, are studying inefficiently, or are taking too many advanced classes for their readiness level.
