I believe it is a random lottery based on the evidence we've seen. Tons of families turning down offers for MS now until they hit the ones who actually want it and believe their child can succeed. If you're a 75th percentile kid you might not want to do that long of a commute only to feel behind. In the last 2 years we've known a couple dozen kids turning down MS offers. That is a lot.[/quote]
