It is a suburb of a city. The city is there for when people want to go to museums or see a play. Those don’t need to be in every suburb.
You must be confusing the "city" with Reston TC or Mosaic. The city isn't about doing specific things, cities don't exist to be merely destinations for occasional fine dining or a cultural institution visit. It's a place where many people live, work, entertain, exercise, socialize, shop, and even raise kids.
At the risk of outing myself with identifiable information, both DH and I are children of DC natives who worked incredibly hard to escape poverty and their miserable lives of city living. Moving to the suburbs was part of their American Dream so by coincidence, settled in Fairfax County to give us the clean, comfortable and safe childhoods they didn’t have. We rarely ventured into DC except for school field trips, July 4th (Beach Boys on the Mall) and maybe for some happy hours or perhaps to meet up with visiting friends. It simply was unsafe to drive through my parent’s old neighborhood so I saw it exactly once. I’ll stay in my quiet suburb, thanks and still avoid DC at all costs. It’s unsafe.
