It might be that the college would contact the HS but I think it’s more likely they’d contact the student. It’s the student’s responsibility. HS need permission to release info to a college and if the student hadn’t properly provided it (which sounds like may well have been the case), it would bounce back to the student anyway, so might as well go directly to the source. And either way, UNC *did* have a system in place that worked. They held (not rescinded) the placement and contacted the student. The problem was resolved (it sounds like relatively quickly) and a lesson was learned about double-checking submissions and maybe even following up to confirm successful completion. Done.
