This is a topic that gets addressed with some frequency by Harvard students in opinion pieces in the Crimson. If you do a search you'll find many pieces going back over the years. The conclusions seem to be that Harvard the administration cracks down pretty hard on "fun" (no doubt due to the wealthy population of Cambridge, New Haven couldn't really care less about noise) and the lack of spaces for socializing/dominance of final clubs etc. There isn't a final club equivalent at Yale, there are fraternities but their parties are pretty easy to get into and non-greek parties of varying sizes also pretty plentiful. My dd is at Yale and can confirm that the social life is there for anyone who wants to partake, not all do. When she has visited friends at Harvard she's been a little surprised by how limited their ability to have what seems like a "normal" college social life is, and it's really due to a combination of the social structure of the school and admin oversight.
