They decided they don't want to foot the bill in the latest budget, pending final DC Council vote - so DC is making steps to move away from public financing of daycare salaries. But they did make it harder for childcare workers by implementing the educational requirement, while simultaneously pulling the salary rug out from under the workers' feet.
