[/quote] There is a solution for at-risk teens: They're called PPWs. Those PPWs are why Steve Neff is there. And there's a host of wraparound services to help those at-risk teens. But Sami was talking about the kids who aren't at-risk but just skip or don't go to school because there's no consequence. Those kids are the majority and they're the ones who are just below, above or at the chronically absent mark and he's telling they are absent because they know there's no consequence if they miss class. He was very clear about which subset of chronically absent students he was talking about.[/quote]
