Confirming that many inter'l airlines do weigh carryons, esp Asian ones. I like to stick with carry on roller at 40L - I typically would not check in but if staying 2 1/2 + weeks, I do. I bring a 30L bag (maybe 35L tops) and then a 10-20L pack. Use the smallest for day trips and walking around. Use the bag that fits under the seat for extra space and stuff to keep with you - overflow from your primary luggage. Serves also as space for shopping items you buy on the trip. You are basically carrying not too heavy items in 3 bags but easy to manage on your trip in terms of handling. There should be enough space because you're not just packing one 45L bag or something. If you MUST do carry on only, I would do 40L rolling luggage + a bag that is designed where you can fit a lot of stuff in - so if it's marked 30L, you can prob get 35L in it. Separately, I'd fit a hip belt/sling under your hoodie or something - something that can fit maybe 5-10L on your body and easy to hide under a top layer on board. That's your 75-80L there carry on wise. Or even if you brought a 30L under the seat bag + a purse that can hold 10-15L - splitting the weight but still totally the 45L. It's about how you get to the capacity and manage the weight v. the number of bags you are bringing.
