Before you go harping about "no victim", etc. this is a regular occurence under US law. Particularly when it comes to financial issues like this. Remember Michael Milken? 600 million dollar fine (back when that was real money and which he actually paid). His fraud was a fraud upon the market. Just like Don the Con. The presentation of fraudulent information prevented others who submitted accurate and non-fraudulent information from obtaining loans or if they were able to obtain them, at a much worse interest rate.
