Question about Lafayette lady: if you stole like that, wouldn’t it effectively lead to you losing your job? I mean this: I’d go from HSA directly to OIG at AID and say “this woman just admitted she stole thousands of dollars from a position of public trust.” How would you be allowed to be close to money? To direct US funds? To have any level of security clearance?
No charges and no record. HSA probably didn't do that because of liabilty fears. Heck, her name doesn't even show up when you look for it. It's been memory holed.
Public trust clearance is very basic, so it probably wouldn’t show up on that… but Secret up asks if you’ve ever been charged with a crime, admitted to a crime, etc, etc… They also interview people in your life. It’s incredibly unlikely this wouldn’t turn up.
She wasn't charged and she likely did not admit.
