My DC did not consider Florida schools, but is between UGA and a few others. They have friends who received the OOS waiver, and that would be a big factor for me if your kid doesn't have strong preferences between the two or isn't pursuing a program that is much stronger at UGA. I can't speak for FSU, but UGA is a great blend of academics, sports, college town atmosphere, etc. The enrollment, while still very large, is a little smaller than Florida schools. [/quote]
