It was under forecasted, but it turned out to be an over performing clipper system that moved further south (over Fairfax Co and orher surrounding counties) than predicted . It was a burst of snow that actually stuck and therefore accumulated. It moved out, being a clipper system, as fast as it came, but caused havoc (and not just for schools) bc it was at like 730am. Garza was spooked about Northern Virginia winters for the duration of her superintendentence.[/quote]
