Both parents.  Make it an annoying consequence they cannot avoid.  You have children they are your responsibility.  They need to be in school.  And not all of these parents are working multiple jobs while their kids skip school.  Lots of these parents just don’t care where there kids are or leave them home alone while they go out or do drugs or whatever.[/quote]
