It caps the payments and leaves retirees to come up with the difference. We need to fix the problem of spiraling medical costs, not just punt it to the retiree to figure out on their own. For the greatest nation on earth, we seem oddly incapable of doing that. Yet looking around, there are lots of other countries which have.[/quote]
