What's the point of punishment?  To teach someone a lesson?  If they are mentally ill, they may never be able to grasp that lesson.  So caring for them is more appropriate.

I know you’re being sarcastic, but this is a good time to remind everyone that the severely mentally ill homeless (which, this guy wasn’t homeless as far as I know) can’t and/or don’t want to keep a home. You give them an apartment, they trash it and end up back on the streets because their addictions and problems are too severe. [/quote]
