In these sorts of events, major roads are usually safely passable, but only if there aren't too many people on the road. It's a density issue. So the goal is to remove a swathe of the population from transport, so others can go to work. Children and school buses are vulnerable, so they're the first to be told to stay home. Nobody cares about the teachers, and the parents of those kids who need to scramble. If you're expected at work, you're on your own to get out of your neighborhood and onto main arteries or public transport systems. The goal here is to save lives on the road. Staff safety and ability to commute is definitely an issue- a lot of them can’t afford to live near where they teach and commute from far away. As far as preaching people to stay off the road, people will be out driving to go sledding, to the movies, etc. Happens every snow day.[/quote]
