To be honest, Asian Americans would need to build their own institutions, meant historically for Asians for it to be an Asian Harvard. Universities in China/Singapore elsewhere don't count because it's not on American soil. Harvard/CalTech/Berkeley/MIT don't count because those are white institutions that Asians did not build they just ingrained themselves. Whereas Harvard, Yale, Stanford, etc are historically white institutions. Howard, Morehouse, Spelman are historically black institutions One cannot claim Asian Harvards unless they were built by ones community. Then there are historically Hispanic serving institutions across the country.
Things don't need to be built from ground up. Remodeling is a great option. Top schools like CalTech and UCBerkeley have been remodeled nicely. Harvard is under process.
