They have charters with DC and Montgomery County to enroll a precise number of students. They have staffing to enroll that exact number. When Covid hit and some of them had a bubble 9th grade class (an increase of only 10 students in some cases) all went to hell in terms of scheduling and electives, etc. [/quote]
