[/quote] No one is saying that "crime doesn't exist." It exists everywhere--but not to the same degree in every single city or locality in this country of 340 million people. It is more precise to say "X [insert specific type of crime] has really increased in my neighborhood/community/city" than it is to say that crime--in general--has spiked everywhere at the same rate.
