The question regarding non-US citizens does not have any requirements on permanent status, home ownership and/or business owner. It's anybody, anyhow. [/quote] Yeah, no it isn't. The question is only asking whether the issue of allowing non-citizens to vote should be explored. Any subsequent proposal would include parameters/procedures. It is similar to the representative districts question- it doesn't say how many or how the districts would be drawn. Just asking whether it should be explored. Same with term limits. The only one that is black or white is the 16yo voting.[/quote]
