We've all seen the 18 year old mothers hauling multiple kids through Safeway, yanking on their arms and telling them to "shut the 'F up". Zero nurturing. Zero building of vocabulary, reasoning, morality, or empathy. No father figure, no role models. By the time those kids are 7-8 years old they are already dead inside. But I know that for many years (maybe still) DC effectively incentivized teen pregnancy by doling out family support in proportion to each child that a mother had. I had a friend who worked with social services. She said young mothers would TRY to get pregnant again in order to get a bigger check. It would be nice to see the opposite strategy: young, disadvantaged people given a financial incentive to stay in school, get training, and NOT have children before the age of 25. But don't dare suggest something like this in public - you'll be tarred and feathered. [/quote]
