School libraries (especially in elementary) are just "there" and incorporated into the kids' day. They don't have to think to go or choose to go. Public libraries are available; but they aren't incorporated into everyday thinking and life for most people. Like the theater. It's there; but that doesn't mean people are going to avail themselves of it, even if it's free.[/quote]
