Retaining the connection between employer and employee is simply nuts. One option is in essence a regulated national marketplace for insurance policies, something like mortgages though more complicated. Obamacare is consistent with this approach though it is state based. Here, we can argue foreover about the balance between premium costs and minimum coverage rules.
