NP who has lived in various parts of the country (including the Deep South).  Memphis hasn’t been a nice city for a long time.  I can recognize poverty and blight pretty well.  Baltimore is up there in terms of those measures.  The politicians can’t get out of their own way to allow growth in the city.[/quote]
