Maybe to a different public school. In my extremely large district there is ONE alternative/behavioral school with a max population of ~100 at any given time. I had students "transfer" into my (SPED where they dump all the troublemakers besides the kids that actually have disabilities) class after doing things like stalking a teacher in the parking lot after school hours to threaten her at her car, bring a gun to school, etc. If a student f's up most likely they will be given an IEP if they don't already have one, have a bunch of manifestation meetings where their "disability" is found to be the reason for the behavior 100% of the time, and maybe transferred to another (regular public) school.
