Preferably somewhere like Dupont or Adams Morgan? Logan? There is literally nowhere for them to pee outside of these little dirt patches. It's actually the polite place to let them go instead of someone's yard or a space that has been manicured with flowers or grass. Big area of mulch outside of an apartment building? That's fair game. It's not laziness or entitlement. Where would you suggest they go? People don't have yards. [/quote]
