No, just simple misunderstanding.  Agnostic may sound better - less extreme - as if a person wishes they believed, or is trying to believe, but just can't.

I've seen agnostics treated with pity "Poor thing -- they're trying to believe and maybe some day they will."  But atheists are often approached with disdain:  "Idiot has made up his mind -[/quote]
