They hire armies of consultants, mostly for tech projects, grind them down with billable hours, and then 1/3 will quit each year to go work for companies. The people at Ivies that work for the Big 4 accounting firm's consulting units are basically international students because a lot of the more prestigious or desirable employers won't go through the immigration and visa hoops beyond 1 year for the student visa, but these mega firms will.
