He was there as a military official carrying out orders of his superiors. That is a fact. Random military cannot just walk in and torture prisoners. I do not question his personal involvement. A commander of a ship is personally involved in that ship but he is still required to follow orders. You have clearly never participated in a military organization. For crying out loud, shooting people or blowing up buildings in a tank is personal involvement but also following orders.
